Investments, Procurements for Public Works by municipalities, announced in July 2015 – April 2016

Open Data Albania is exploring on the number of procedures and limit fund for Public Works differently called Investments realized as Public Procurements from 61 local government units, municipalities, following the new administrative territorial division. This research article is based on data released on the database of the Transparent Procurement portal. This portal contains information on every public procurement procedure for 61 new local government units from July 2015 onwards.

It turns out that during this period, a total of two hundred sixty nine procurements for Public Works worth 8.07 billion ALL were announced. A rate of 68% of the limit fund tendered by municipalities in this period is an investment fund, the rest are supplies of goods and services. Here are included only investments tendered by the municipalities themselves and not public works tendered by the Albanian Development Fund, or the central government units matched with investments in the territory of these units.

Each of these public procurement procedures is listed in Transparent Procurement portal after the category Public Works is selected at the search filter Type of Contract. Municipality of Korça and Fier  have the highest values of the limit fund for Public Works. They are followed by Tirana, Durrës,  Saranda , Berat, Divjaka, Gjirokastra and Librazhd municipalities.

Two municipalities as that of Fushë Arrëz and Pogradec have not yet realized any procurement for public works, by depriving the administrative units of the benefits and the economic effects resulting from investments. Four municipalities with minimum values tendered for Public Works are those of Tepelena, Kukës, Pusteci and Memaliaj.

This portal intends that all data concerning tender procedures and public contracts concluded from the sixty-one municipalities in the country are transparent and easily obtainable. According to research filters, these procurements can be categorized by type of the contract finalizing the tender such as Public Works (investments), Supply of Goods (purchases), and Services etc. Categorization according to the number of participants in the competition and evaluation of the difference between the limit fund and the value of the winning bid may be probably made for each tender.

An updated information is also provided with regard to the number of participants in the race, the winner according to the bid, the status of the project, the deadline of the contract implementation and payment of any contract by treasury transactions. AIS organization is the implementer of this project. This organization is a promoter of Open Data Albania.
